基于设备有在启动的工单wo_code，获取当前的时间是否在start_time，end_time 内，如果在时间内，则生成相应的 eqpt_id ,shift_date,shift_id,wo_code的一条记录。在start_time，end_time 范围内的数据都会累计到该条记录中
